IRDP Donor Communication Strategy for the APV

Long term finance

For long term finance we propose EAR finance. The EAR sees the APV as a Serbian region. Therefore the EAR does not see any direct need to communicate and negotiate with the APV directly. From their point of view APV matters shall be passed on through the republican government to the EAR. In order to receive significant long term funding by the EAR the APV needs political allies to “force” the EAR to start a reasonable communication process with the EAR. These allies could be the:

· The Republic of Serbia (President or Prime Minister, MIER)
· Germany (as an old EU member)
· Hungary (as a new EU member and neighbour)
· One more new member (Czech or Slovak Republic)
· One more old member and net giver (France would be perfect)

After building the alliance the IRDP shall be presented to the head of the EAR and the responsible DG in Brussels. Since the EAR is planning to extent their assistance in the field of regional development (information from EAR Department head of regional development) it is very likely that the APV will in perspective receive financial support by the EAR. The success will be dependent on the level of political pressure the APV will be able to put on the EAR. The tool of choice will be the ahead build alliance.

Further the EAR expects the Republic of Serbia to build a National Development Plan. If the APV could be helpful in lobbying for this project on the republican level the EAR will definitely note this positive.

Donor Communication/Fundraising

To avoid overlapping and to optimally present the APV the Donor Communication should be undertaken exclusively by one team of high representatives of the APV with operational support of the TA OFFICE.

Further we see the need of strengthening the internal communication within the process of fundraising. Random meetings of all persons involved into the fundraising may solve this lack. We propose the following persons to randomly meet with the objectives of exchanging latest process information:

Mr. Drazen Lovric, Senior National Expert, IRDP implementation Coordinator
Mr. Joachim Bischof, Senior International Expert, Technical Assistance Coordinator (TA OFFICE)

For the follow-up on first contacts the TA OFFICE shall be responsible.

The organisation of events related to the donor communication process shall be undertaken in close cooperation with the Secretariat of Regional and International Relations.
